This order sets out what is completed at each phase, and the deliverable approved before the next one begins.

  1. Phase 01

    Brief & feasibility

    Establishing the inputs and the objective, with an initial cost and return estimate.

  2. Phase 02

    Site & market study

    Site characteristics and statutory requirements, with market comparables in the same area.

  3. Phase 03

    Concept & massing

    Distributing areas and uses, and setting the mix suited to the target segment.

  4. Phase 04

    Design & permits

    Preparing construction drawings and completing the required permits before work begins.

  5. Phase 05

    Cost plan & funding

    A line-item budget and a cash-flow schedule, with financing arranged and offers compared.

  6. Phase 06

    Contracting

    Tendering and comparing bids, and preparing a detailed scope and contract documents.

  7. Phase 07

    Construction

    Managing the site, the programme and the payment certificates, with periodic progress reporting.

  8. Phase 08

    Finishing & QA

    Approving samples, inspecting in stages, and closing the snag list.

  9. Phase 09

    Launch & sales

    Releasing phases per the plan, with the sales channels and follow-up pipeline running.

  10. Phase 10

    Handover & operation

    A documented handover per unit, then asset management, warranty and after-sales service.
